Parliamentary report on hemp for well-being in France

As part of the Joint Information Mission on the Regulation and Impact of the Various Uses of Cannabis, a report on wellness hemp has been published. Indeed, it has been observed that this sector is growing in France. This is evidenced by the ever-increasing number of shops selling CBD wellness products. France now has nearly 400 such shops. Unfortunately, this molecule (Cannabidiol) is caught up in what could be described as a "legal gray area." It was therefore time for this mission to focus on this issue, in order to make proposals that could shed light on the matter for the Government.

CBD in France: let's set the scene!

In fact, in France as in other countries around the world, CBD THC is a victim of its own environment. Indeed, the cannabis plant alone contains around a hundred cannabinoid components and another hundred non-cannabinoid ones. Within the first category (cannabinoids) is a well-known molecule: .It is this molecule that is believed to be responsible for the psychotropic effects, the "high" associated with cannabis.

As a result, other molecules that would theoretically be beneficial to humans and animalsare benefiting from this negative publicity. This is the case with CBD, as Jean-Baptiste Moreau points out.

"CBD is today the collateral victim of the essentially security-focused approach to cannabis in our country.".

It was therefore high time this confusion disappeared. In other words, that the psychotropic effects of THC be attributed solely to it, and that the numerous benefits of CBD be recognized, so that they can be fully utilized in France.

Cannabidiol is said to have the following properties:

"relaxing and calming, with the added benefit of proven antiepileptic and anticonvulsant effects.".

But…

"none of the adverse effects of THC (confusion, anxiety, delirium, hallucinations, impaired memory and concentration).".

This report therefore serves as a foundation for establishing a fair and equitable legal framework, thus guaranteeing "total consumer safety" and helping France maintain control over this sector.

"This parliamentary report is a step in the right direction. France, which was in a particularly damaging situation, will be able to gain a foothold in this new sector and try to make up for the ground it has lost so far."

The report itself

Indeed, it is quite long. These pages constitute a record of the hearings that were conducted. The report addresses several aspects of the hemp industry in France.

On the one hand, there is talk of giving French hemp farmers more freedom, so that they can exploit the plant in its entirety, or at least most of it. In this regard, this report therefore recommends:

"to expressly include the authorization for the cultivation, import, export and use of all parts of the hemp plant for industrial and commercial purposes, including the flower.".

On the other hand, given that the cannabis plant contains CBD and that it is inseparable from THC, the report proposes a sort of revision of the threshold for this molecule (THC). Indeed, the members of parliament are considering:

"To definitively abandon the maintenance of the 0% THC threshold in finished products.".

For varieties having:

"Between 0.6% and 1% THC.".
